Preparation checklist
Reuse the record—not an old mistake.
Repeated imports can make a reusable certificate record valuable, but only when the product and supporting certificate details remain accurate.
Finished-product identity
Use a product description and identifiers that connect the certificate record to the finished product, packaging, invoice, or packing list.
Rules and exclusions
Gather the applicable citation codes and any testing-exclusion information that the authorized reviewer determines applies.
Manufacturing facts
Connect the manufacturer, production location, and date or date range to the supporting source record.
Testing and trade parties
Organize the test date, laboratory, relevant reports, and the parties associated with the certificate.
Certificate identifiers
Prepare to give the broker the Certifier ID, Product ID, and Version ID for the Reference PGA Message Set.

Common questions
Does every importer need to use the CPSC Product Registry?
No. CPSC explains that an importer using the Full PGA Message Set does not need the Product Registry. The Product Registry supports the Reference PGA Message Set route.
Why use the Reference PGA Message Set route?
CPSC describes it as useful when the same regulated products and certificate records are used for repeated imports. Confirm the route with your licensed customs broker or authorized filer.
Does the Product Registry send information to CBP automatically?
No. CPSC states that the Product Registry is a stand-alone repository and does not communicate automatically with CBP’s ACE system. The importer must provide the certificate identifiers to the broker.
Will CertifyPreflight enter or certify my Product Registry records?
No. CertifyPreflight currently organizes source information and unresolved items for review. It does not certify a product, enter data in the CPSC Product Registry, or transmit a PGA Message Set.
